BULAN WATER DISTRICT
The municipality of Bulan is situated on the west coast of the Bicol peninsula, in the second congressional district of the province of Sorsogon City. Bulan is about 653 kilometers southeast of Manila and 63 kilometers southeast of the provincial capital, Sorsogon City. It is bounded on the north by the municipality of Magallanes, by Ticao Pass on the south and west and on the east by the Municipality of Irosin and Matnog.
In 1930, the Local government Unit constructed a water supply system sourced from Mariboc Spring and a 450 cubic meter ground concrete reservoir. Per P.D. 198 the name of the local water district shall include the name of the municipality followed by the words “Water District”.
Bulan Water District, a Government Owned and Controlled Corporation created by a special law, is located at De Vera St., Zone 4, Bulan, Sorsogon. It is one of over 500 water districts in operation throughout the country formed pursuant to the provisions of P.D. 198 dated May 25, 1973, otherwise known as the Provincial Water Utilities Act of 1973 as amended by P.D. Nos. 768 and 1479.
Said law authorized local legislative bodies to form and create its respective water district through a resolution. Thus, the District was created by virtues of Sangguniang Bayan Resolution No. 23 on May 9, 1975. On April 20, 1976 a Certificate of Conformance No. 22 by LWUA was issued to signify conformity with its standards and procedures.
Once formed, the Bulan Water District is subject to the provisions of P.D. 198 and not under the jurisdiction of any political subdivision.
Per LWUA classification, the BWD is under the “Average Category”, and converted to Category C under the Revised Local Water District(LWD) Manual on Categorization, Re-categorization and Other Related Matters (LWD-MaCRO) on March 29, 2012. Before 1992 it operated as quasi-public corporation, however effective march 12, 1992 the Bulan Water District was declared a Government Owned and Controlled Corporation (GOCC) with P.D. 198 as amended as its original charter by a Supreme Court ruling subject to Civil Service Commission and Commission on Audit jurisdiction.
